Ahmed Saba. The incident occurred during his visit to the district on Tuesday, where he was participating in the All Progressives Congress (APC) council primary election for the Edu local government area. An eyewitness who spoke to SaharaReporters said the people were enraged because the lawmaker allegedly wanted to impose Governor AbdulRahman AbdulRasaq’s preferred candidate on them, so they vehemently rejected it. “The Honourable Member representing Edu/Patigi/Moro Federal constituency Hon. Ahmed Saba (Ajia Shonga) was disgraced in his ward, Edu Local Government as the APC primary was going on because they were trying to impose their candidate on the people,” the eyewitness told SaharaReporters. The candidate reportedly preferred by the governor is Alhaji Abdullahi Bello Ndamugoro but SaharaReporters learnt that the people of the constituency rejected him because they believed the candidate would also fail them like his godfather. The video of the incident which surfaced online shows constituents from Shonga, the hometown of Hon. Ahmed Saba, shouting “Ole” (a term meaning “thief”) as they forcibly escorted him out of the area, expressing their discontent and displeasure with his representation. The eyewitness said: “He (the lawmaker) failed his constituency woefully. Stakeholders, including Hon. Mohammed Baba Ibrahim and Alhaji Bello (Teaching Service Commission – TESCOM Chairman), attempted to impose Ndamugoro, claiming they were acting on the governor’s directives. “However, the masses refused, leading to a disruption of the primary process. As a result, no primary election was held in Edu Local Government Area, and the consensus arrangement was rendered null and void.”“The event exposed deep-seated resentment against the imposition of candidates, highlighting the need for a more inclusive and representative selection process,” the witness added.

OBLA: GRANDSTANDING OF A FUGITIVE IN PURPORTED FIGHT AGAINST CORRUPTION – BMO The Buhari Media Organisation (BMO) has descended heavily on a former appointee of the government, Okoi Obono-Obla, describing him as an empty vessel that makes most noise. In a press release by the General Manager of the group, Oluseye Adebayo, BMO says: “We are witnessing a season in which some shameless public officials who were in the previous government and enthusiastically took part in its decisions and actions who now are turning round to disown and castigate their past. One of them is Mr. Okoi Obono-Obla. Prio to his appointment, Obla was a lawyer in the office of A.A Malami, SAN where he practised law as the Head of Chamber. He was also a member of the defunct Congress for Progressive Change (CPC). After the success of the APC in the 2015 presidential election and the subsequent appointment of Malami as the Minister of Justice and Attorney General of the Federation, the minister nominated Obla for appointment as a Special Adviser to serve in the office of the Attorney General on matters of prosecution, given his background as a lawyer. He continued in that role until his appointment by the then Acting President, Professor Yemi Osinbajo SAN in August, 2017, as the chairman of the Presidential Investigation Panel for the Recovery of federal government property. He was at a point rejected by the Senate of the Federal Republic of Nigeria as a board member of the National Communications Commission. For clarity, this Panel was constituted on the authority of the recovery of Public Property Act of 1984 and intended to enhance the anti-corruption initiatives of the administration. The Acting President who appointed Obla made clear what the panel was meant to address in line with its enabling law. However, as will be seen later in this write-up, Obla’s hunger for power and intoxication with it soon surfaced as he began to carry out activities using the instrumentality of the panel that are ultra vires the mandate he was entrusted with. He began to see himself beyond the ad-hoc nature of the powers of the panel and usurping the mandate of substantive government agencies with adequate processes, protocol and man-power to conduct investigation and properly carry out prosecution. He single-handedly designed the structure of the panel and culled personnel from the police, creating offices such as director of operations similar to what obtained in the EFCC, and even to the extent of having a cell to confine arrested individuals. He created and attached himself and office directly to the presidency as evident on a letter headed paper he had printed for his new office without any administrative approval. It was these and other procedural excesses of his that caught the attention of the office of the vice president, his appointor to write series of letters drawing his attention and cautioning his activities. It is noteworthy that Obla disregarded these letters and refused to heed the calls contained in them. It was clear to the office of the vice president that Obla at this juncture did not only derail from the mandate for which the panel was set-up but also constituted himself as unruly and insubordinate of the appointing authority. Several correspondences from the Deputy Chief of Staff, DCOS drawing Obla’s attention to the mandate of this panel and how far from it he had derailed were not addressed or were just disregarded. Obla continued to carry out his duties in violation of his statutory mandate and in disregard to several warnings. The ex-lawmakers, who served in both the Senate and the House of Representatives at different times including the 3rd Republic, made the appeal during a media briefing after meeting with Governor Siminalayi Fubara in Port Harcourt. A former House of Representatives member for Khana/Gokana, Bernard Mikko read the group’s communique. He rejected calls for a state of emergency and the attempt to disrespect the constitutional terms of elected council chairmen. “Regardless of our political affiliations, we stand united in our unwavering belief and conviction that the unity, peace, and progress of Rivers State are paramount and non-negotiable,” Mikko stated. “We reaffirm our absolute commitment to the rule of law, a cornerstone of democracy that ensures no one, including the government, is above the law. We uphold this fundamental principle, which safeguards justice, equality, and accountability for all. “We emphasise that the tenure of local government councils must be respected in accordance with the constitution.” “We believe that the calls for a state of emergency are unwarranted and have every confidence in the government’s ability to address any challenges that may arise. The heads of the three countries, who took power through coups in recent years, “decided to take a step further towards greater integration between the member states” and “adopted a treaty establishing a confederation”, they said in a statement at the end of Saturday’s summit. The “Confederation of Sahel States”, which will use the acronym AES, will group some 72 million people. The three countries in January said they were quitting the Economic Community of West African States (ECOWAS), an organisation they accused of being manipulated by France, their former colonial ruler. The three countries have all broken their military and defence links with France, seeking greater cooperation with Russia. “Our people have irrevocably turned their back on ECOWAS,” said General Abdourahamane Tiani, the head of Niger’s military government as he opened the summit. Relations between ECOWAS deteriorated following a July 2023 coup that brought Tiani to power, when ECOWAS imposed sanctions and even threatened to intervene militarily to restore the ousted president, Mohamed Bazoum. The sanctions were lifted in February but relations between the two sides remain frosty. ECOWAS is holding a leaders’ summit Sunday in Abuja where the question of relations with AES will be on the agenda. The AES countries in March created a joint military force to combat the jihadist groups that regularly attack their territory. Saturday they also talked about “mutualising” their approach to strategic sectors such as agriculture, water, energy and transport.They also asked that indigenous languages be given greater prominence in local media.

PRESSURES MOUNT ON FUBARA TO DUMP PDP On Thursday, the raging political crisis in Rivers statetook another interesting twist. The judgment of the Appeal Court in Abuja gave some degree of reprieve to Martins Amaewhule and his group of 26 Assembly members. The judgment sparked a wild jubilation in the camp of the former Governor and serving minister of the FCT, Nyesom Wike. It gave the minister some edge over Governor Siminalayi Fubara in the ongoing political war of attrition. Wike’s ardent supporters were seen dancing and jubilating all over the state based on their relative interpretations of the judgment. The ruling further choked the political system in Rivers and further ignited the raging political tension. The Appeal Court’s judges in the ruling held that the Rivers State High Court in Port Harcourt lacked the jurisdiction to rule on the validity of the defection by Martins Amaewhule and his colleagues. In its reaction to the judgment, G-60 Federal Opposition Lawmakers Coalition in the National Assembly argued that the Pro-Wike 27 sacked Rivers lawmakers remain sacked, their seats remaining vacant as the Appeal Court didn’t decide on the validity of their illegal decampment nor the declaration of their seats vacant. The Coalition’s spokesperson, Hon Ikenga Ugochinyere said the Appeal Court only declared that the Federal High Court was the appropriate court with jurisdiction to decide on the legality or illegality of decampment thereby ruling against the decision of the Rivers State High Court. But Chief Tony Okocha, the caretaker committee chairman of APC in Rivers State responded that “Justice was served, the reasoning adduced by the venerated Justice of the Court of Appeal under which stood the bedrock of their unanimous decision, is very sound and unimpeachable” In view of the raging imbroglio in the state, some persons sympathetic to the state Governor, Siminalyi Fubara, have suggested a defection from the PDP, following the obvious lack of support from the leadership of the PDP both at the state and national levels despite the governor’s plight. Franklin Ntekim, a political commentator in the state explained that with the seeming neglect of the Governor by the national leadership of the PDP, “it is obvious that he does not enjoy the support of the party. It is also clear that the FCT minister must have won the party to himself and thereby made the PDP in the state to be toxic to the governor. I want him to leave the PDP. I also don’t see why the former Vice President and the Presidential candidate of the 2023 elections, Atiku Abubakar has refused to visit the Governor in the face of the battles he is going through. It is very difficult to believe. It clearly shows a party that does not care for its own but dances to the whims and caprices of a single man”. Solomon Lenu, a human rights activist was also in support of the call for Fubara to exit the PDP. According to him, “He (Fubara) cannot win any election in the state if he remains in the PDP to conduct the LG election in October. The state chairman of the PDP is the Minister’s loyalist. Remember that he refused to attend the stakeholders meeting last Monday by the state electoral commission, RSIEC. My fear is that the party may not give the tickets to the Governor’s candidates for the election. This is why the Governor should not hesitate to look elsewhere to save his political career”. Minister of Information and National Orientation, Mohammed Idris, disclosed this Saturday in Abuja at a joint briefing with the Minister of Budget and National Planning, Senator Abubakar Atiku Bagudu to shed light on Samoa Agreement which the country signed on June 28, 2024 at the Organisation of African, Caribbean and Pacific States (OACPS) secretariat in Brussels, Belgium. Idris expressed outrage at the level of reckless reporting and statements by some media organisations and individuals that border on national security and stability. He said the Federal Government would lodge a formal complaint to the Newspaper Proprietors Association of Nigeria (NPAN) as well as use every lawful means to seek redress in the court of law. The Minister accused Daily Trust of recklessness by falsely accusing the government of signing the Samoa deal to promote LGBTQ in the country. ”We found that despicable and wicked because the allegation is nowhere in the document signed. “Surprisingly, the paper put forward no evidence nor provided the agreement allegedly signed to prove their point. “The baseless and sensational story unfortunately formed a basis for khutba (sermons) by some of our respected imams who were misled by the story thereby raising tempers. “On the part of the Government, we continue on the honourable path of civility by restraining ourselves from taking self-help or draconian measures. He noted that insidious and inciting publications by the Daily Trust in the recent months had come across as nothing but a deliberate effort to brush the government with a tar, adding that although on many occasions government had restrained itself from believing that this was the case, but the consistency of the mischievous publications left it with no option. “In the aftermath of the coup in Niger Republic, Daily Trust championed a jaundiced narrative that the Federal Government was driving the country into a war and twisted it with regional sentiment to cause disaffection. “The same newspaper gave a banner headline to a baseless accusation that the government was working on citing foreign military bases in the country. “Neither Daily Trust nor originators of that imaginative allegation provided any shred of evidence. “Then just two weeks ago, Daily Trust concocted and popularised a lie that the Federal Government had renamed the Murtala Mohammed Expressway in Abuja to Wole Soyinka Way. In all those instances all that the paper depended on were falsehood and hearsays. “They also showed no remorse or the humility to recant,” Idris said. Idris said the administration had remained very tolerant of media criticism and guaranteed citizens’ rights to freedom of expression, adding that it was, disheartening that some elements were abusing this free environment guaranteed by the Government.“While we sometimes view and treat those occasional reporting as part of media’s normal work, we have now seen a pattern that is difficult to be wished away as normal journalism,” he said.

RIVERS DEPUTY GOVERNOR, ODU, WALKS TIGHT ROPE When she was unveiled as the running mate to Siminialayi Fubara, the then governorship candidate of the People’s Democratic Party (PDP) in Rivers State, Professor Ngozi Nma Odu, had dreamed of and prayed for two things; victory at the poll and a peaceful tenure as a deputy governor. Undoubtedly, Odu, born on October 23, 1952, in Ogba/Egbema/Ndoni Local Government Area, has her first prayer granted. She excelled at the 2023 election with her boss. But, the same thing cannot be said about her request for a peaceful, crisis-free and fulfilled tenure. Odu, who obtained her first degree in Microbiology from the Paisley College of Technology, Renfrewshire, Scotland, the United Kingdom (UK), watched as the substructure of a once united political family built by a former Governor Nyesom Wike, who is currently the Minister of the Federal Capital Territory (FCT), Abuja, began to collapse, following irreconcilable differences between Fubara and Wike, his erstwhile godfather. The same family nominated and worked for her to become deputy governor. Her choice was unanimous. She was singlehandedly picked by Wike through the recommendations of former Governor Peter Odili. Odili is a key figure in modern Rivers politics who supported Wike throughout his tenure as his political father. He has also often been referred to as the political godfather of Odu. While Wike solely nominated Fubara and made him governor, the former governor out of respect for Odili reportedly asked the latter to recommend Fubara’s deputy. Without hesitation, Odili was said to have chosen Prof. Odu. Odu, a refined international scholar and first PhD graduate at the Department of Microbiology, University of Port Harcourt, was brought into politics by Odili. Under the administration of Odili, Odu was a permanent secretary in the Ministry of Health between 1999 and 2006, making her the longest-serving permanent secretary. She also rose to become the Commissioner for Education in January 2006. The scholar, who led the rescue team of the December 2010 ill-fated Sosoliso crash in which only two people survived, owed her political loyalty to Odili. She was said to have developed a fondness for Wike, who used to pour encomiums on her publicly, especially during the campaigns. How has Odu faired amidst the political crisis in Rivers? A peep into her activities shows that the professor has been discharging the functions of her office diligently. The nature of her office and Odili’s position in the impasse have helped Odu to define her feelings. The office of a deputy governor has always been likened to a spare tyre. Just like her predecessor, Dr. Ipalibo Harry-Banigo, who is now the senator representing Rivers West, Odu has maintained a quiet mien. She has never made controversial political statements. Though she has maintained her loyalty to Fubara, she has never been heard casting aspersion on or verbally attacking Wike. She has meticulously attended all programmes of the governor that required her presence. She has also been representing the governor in various events. In her public speeches, Odu has shown her complete loyalty to Fubara as required by her office. Recently at the 2024 Rivers Economic Summit, Prof. Odu described Fubara, whom she fondly refers to as her boss as a leader with the ability to inspire, motivate and encourage people to bring out the best in them. She said: “We thank him for conceiving the idea of this summit. He is a man of courage; a man of focus and a man, who puts Rivers people first.” Similarly, when Prof. Odu received the Silverbird Man of the Year Award on behalf of Fubara, she wrote: “It was truly well-deserved for my boss to be recognized for his efforts in promoting peace and unity in our state. NOUN SCRAPS LAW PROGRAMME, LEAVES CAREER OF OVER 1000 STUDENTS IN JEOPARDY The National Open University (NOUN) Law students have called out for help over the scrapping of the law programme by the University management, leaving students who are nearing completion of their projects in dilemma. Documents show that on 25th of January, 2023, the University’s Senate ratified the scrapping of the law degree programme of the University, at the end of the 2023 second semester . Concerned by the development, students under the aegis of “concerned law students” wrote the House of Representatives seeking intervention. In the letter dated on 27th of October, 2023, the House of Representatives acknowledged the call for intervention while promising to convene a meeting between student representatives and the management of the Open University. Other correspondences received show that between November 2023 and January, 2024, the National Assembly held a meeting between the students and the university management however, this has not led to a meaningful development. There over 1500 final year students of the university are affected by the decision to make the law department “cease to exist”. These students are at the risk of not graduating despite spending millions to study the law degree in the institution. It was gathered that it cost about N3 million for a law student to graduate up to 500 level in the institution. Students of the institution have been lamenting their inability to be issued graduation certificates and failure of the university to convoke them, putting them in a dilemma of lacking evidence to show for their academic sojourn in the institution. NOUN, which operates a distance-learning and study Centre model, has been at the fore of controversies around issues of accreditation and management. Students lament that the institution does not usually communicate developments to it and fails to attend to their queries on these developments that affect their academic wellbeing. A student who does not want to be named noted that the development of the law students for instance was first seen on social media with no official communication to them. “We were not notified, we only saw a statement on social media suggesting that the law programme would be stopped after we spent how many years on it and no one has offered any form of apology or genuine concern”. It was also gathered that the university intends not to take in new law students in order to seek fresh accreditation for the law programme; however the legal dreams of the current 500-level law students and their investments for five years is threatened by the development of the institution’s law programme.The Public Relations Officer of NOUN, Ibrahim Sheme, refused to comment on the development when contacted.
