Alwan Hassan, a spokesperson for the All Progressives Congress (APC) Presidential Campaign Council, has alleged that ministers in Bola Tinubu’s administration pay billions of naira to secure appointments and immediately begin looking for ways to recover their “investment” rather than prioritising public service.

Hassan made the remarks during an interview on Arise Television’s Prime Time, where he discussed government spending, budget implementation and Tinubu’s approach to controlling ministry expenditures.

According to Hassan, some ministers allegedly pay huge sums to secure government positions and then focus on recouping the money after their appointments.

He described ministers as “the most criminal elements in government,” arguing that the problem was not limited to the current APC administration but had persisted under successive governments.

“The most criminal elements in government are ministers. Many pay billions to secure appointments, then immediately start thinking about how to recover the money.”
