NIGERIA AS A CRIMINAL ENTERPRISE: 50 REASONS WHY THE SYSTEM IS FAILING NIGERIANS

Nigeria is not failing by accident. It is failing by design. When state institutions operate primarily for private extraction rather than public good, that is the textbook definition of a criminal enterprise. Here are 50 reasons:

THE EXECUTIVE & POLITICAL CLASS.

1. State Capture: Public office is treated as an investment to be recouped, not a service. Campaign spending runs into billions, and office holders immediately focus on recovery.

2. Budget Padding and Duplication: Year after year, budgets contain inflated, duplicated and phantom projects that are never executed but fully paid for.

3. Unaccounted Fuel Subsidy Regime: For decades, trillions of naira were paid for fuel that never arrived, with probes ending in no convictions.

4. Oil Theft on Industrial Scale: Over 400,000 barrels of crude are stolen daily in the Niger Delta, impossible without high-level security and political collusion.

5. Presidential Pardon for Corruption: Convicted former governors and ex-officials looters are pardoned, given national honours and returned to political relevance.

JUDICIARY & JUSTICE SYSTEM.

6. Cash-for-Judgment Culture: Court orders and injunctions are available to the highest bidder, especially in political and high-profile corruption cases.

7. Endless Adjournments for the Powerful: Corruption cases involving politically exposed persons last 10-15 years until they die or are struck out.

8. Two Justice Systems: A poor man stealing a phone gets 5 years in Kirikiri, while a man stealing 50 billion naira gets a plea bargain and keeps 90%.

9. Disobedience of Court Orders: The executive routinely ignores court orders for release of detainees, showing the rule of law is optional.

10. Underfunded and Compromised Judiciary: Judges lack housing, security and research support, making them vulnerable to executive capture.

LEGISLATURE.

11. Legislature as Money Sharing Centre: Constituency projects worth hundreds of billions are paid for but never seen on ground, verified by Tracka and BudgIT reports.

12. Self-Serving Laws: Laws are quickly passed to increase allowances, immunity and pensions for office holders, while laws for public good stall.

13. Oversight for Blackmail: Legislative oversight is not for accountability but to extort MDAs for bribes during budget defence.

SECURITY AGENCIES.

14. Police as Toll Collectors: Checkpoints have become ATMs where extortion is routine, from Lagos to Warri to Abuja.

15. Illegal Detention for Profit: Innocent citizens are detained and asked to pay for bail which is legally free.

16. Military Complicity in Oil Theft and Illegal Mining: Reports show security operatives escorting illegal oil barges and providing cover for illegal miners.

17. Insecurity as Economy: Kidnapping, banditry and terrorism persist because ransom, security votes and defence contracts generate huge profits.

18. Recruitment Racketeering: Slots into Police, Army, Customs, Immigration are sold for N500,000 to N2.5 million.

ELECTORAL INSTITUTION – INEC.

19. Commercialization of Votes: Vote buying is now brazen and institutionalized at polling units, with agents paying N5,000-N10,000 per vote.

20. Manipulation of Technology: BVAS and IReV were celebrated but results are still manipulated through voter suppression and result sheet forgery.

CIVIL SERVICE & MDAs.

21. Ghost Workers: Ministries still pay millions to non-existent workers discovered in every audit but never fully cleaned.

22. Contract Inflation: A project worth N100 million is awarded for N2 billion, with the excess shared.

23. Customs and Ports as Smuggling Cartels: With official duties so high, a parallel system of duty evasion thrives inside the ports, costing trillions in revenue.

24. NNPC/NUPRC Opacity: The national oil company has never fully accounted for crude sales, with audit reports showing trillions unremitted.

25. CBN and Ways and Means Abuse: The Central Bank printed over N23 trillion in Ways and Means to the Federal Government without National Assembly approval, fueling inflation.

26. FIRS and Tax Waivers: Selective tax waivers and incentives worth trillions are granted to political cronies while SMEs are choked.

27. NIMASA, NDDC, NSITF Scandals: These agencies are notorious for N81bn “off to the glory”, NDDC forensic audit showing 13,000 abandoned projects paid for.

28. Humanitarian Ministry Scandals: Billions meant for poor and flood victims are diverted through cash transfer fraud and conditional cash schemes.

EDUCATION & HEALTH.

29. Public Education Collapsed, Private Schools for Elite: ASUU strikes for 8 months, while political leaders send children abroad. Public universities are deliberately killed.

30. Health Sector as Death Trap: General hospitals have no drugs, no light, no doctors, forcing citizens to die while leaders fly to London for ear infection.

31. JAPA Driven by State Failure: Over 75% of Nigerian doctors have left because the system makes honest professional work impossible.

ECONOMY & REGULATORS.

32. Multiple Exchange Rates as Corruption: For years, CBN gave dollars at N400 to cronies who sold at N750, creating billionaires without work.

33. Illegal Mining: Gold, lithium and other minerals worth $9bn annually are illegally mined in Zamfara, Niger, Plateau and exported with police escort while communities stay poor.

34. Power Sector Privatization Fraud: The sector was privatized to cronies without capacity, they collect subsidies but deliver darkness.

35. Pension Theft: Pensioners who served Nigeria for 35 years die in queues while pension administrators are caught with houses full of cash.

36. Land Grabbing by State: Governments revoke lands from poor farmers and allocate to cronies and developers under the Land Use Act.

MEDIA & INFORMATION.

37. State-Owned Media as Propaganda: NTA, FRCN abandon journalism to praise any government in power.

38. Buying of Opposition Voices: Huge sums are used to pay influencers, media owners and activists to go silent or defend failure.

RELIGIOUS & TRADITIONAL INSTITUTIONS

39. Co-opted Traditional and Religious Leaders: Many traditional rulers and religious leaders no longer speak truth to power because they are on government payroll or contracts.

40. Faith as Cover for Fraud: Political corruption is laundered through church and mosque projects with no questions asked.

SUB-NATIONAL GOVERNMENTS

41. Local Government Extinction: Despite Supreme Court ruling, LG funds are still hijacked by state governors through joint accounts. LGs do not exist in practice.

42. Security Votes as Black Hole: Over N241 billion annually in untraceable, unaccounted security votes across 36 states and presidency.

43. Ecological Funds Diversion: Money for flooding, erosion and desertification is shared while Bayelsa, Kogi, Delta and Jigawa drown yearly.

44. Debt for Looting: States borrow at high interest to build invisible projects while internally generated revenue is siphoned.

SOCIETY-WIDE EVIDENCE

45. No One Goes to Jail for Grand Corruption: The prisons are full of poor people, but not one major political thief is in prison today for the trillion stolen.

46. Inequality of Punishment: Yahoo boy gets 3 years for N2 million fraud, former Accountant-General accused of N109bn gets bail in days.

47. Youth Unemployment as Time Bomb: Over 53% youth unemployment, yet government jobs are sold, not merited.

48. National Grid Collapses and No Consequence: The grid collapses 100+ times in 10 years, contracts awarded, no one is sacked.

49. Data Fabrication: Unemployment figures, inflation figures, poverty figures are adjusted to look good while reality is opposite on the streets of Warri, Onitsha, Kano and Ibadan.

50. Loss of Moral Legitimacy: When a child sees that honesty doesn’t pay but theft is celebrated with chieftaincy titles, the nation is breeding its own destroyers.

A CALL TO ACTION FOR NIGERIAN VOTERS.

Enough is enough. This criminal enterprise will not reform itself.

1. Get Your PVC and Guard Your Vote: In 2027 and all off-cycle elections, vote. Do not sell your vote for N5,000 that will punish you for 4 years.

2. Reject Party Slavery: No party has monopoly on goodness or evil. Vote character, competence and track record, not party logo.

3. Demand Debates and Manifestos: Force candidates to publish audited asset declarations and realistic plans for jobs, power and security.

4. Organize Ward-Level Accountability: Form voter unions in your ward to track constituency projects, budget and LG allocations.

5. End Voter Apathy: The 35 million who did not vote in 2023 allowed 8 million to decide for 220 million. That must end.

Nigeria is not beyond redemption, but redemption will not come from the criminals running the enterprise. It will come from the voters who decide that today, this enterprise must end.
