NIGERIAN RAILWAYSTO INTRODUCE OVER 150 NEW STANDARD OPERATING PROCEDURES

The Nigerian Railway Corporation (NRC) is embarking on one of the most comprehensive institutional reforms in its recent history with the review and planned introduction of more than 150 Standard Operating Procedures (SOPs) aimed at transforming its business processes, strengthening safety, improving operational efficiency and enhancing service delivery across the nation’s railway system.

The initiative, championed by the Managing Director of the Corporation, Dr. Kayode Opeifa, represents a deliberate shift towards building a modern railway organisation driven by clearly defined operational standards, accountability and global best practices.

Speaking at the opening of a two-day Executive Standard Operating Procedure Review and Familiarisation Retreat in Abeokuta, Ogun State, Dr. Opeifa reaffirmed Management’s commitment to institutionalising operational excellence throughout the Corporation.

Represented by the Head of the Business Process Efficiency and Due Diligence (BuPED) Desk, Mr. Oyekunle Oyewole, the Managing Director explained that the reviewed SOPs would provide a uniform framework for carrying out railway operations while reducing operational risks and improving accountability across departments.

According to him, Standard Operating Procedures should not be viewed as bureaucratic documents but as practical guides that define responsibilities, establish clear processes and ensure consistency in service delivery.

He noted that every member of staff, regardless of cadre or department, must clearly understand what is expected of them, how assigned responsibilities should be carried out and the standards against which performance would be measured.

Dr. Opeifa stressed that the success of the Nigerian Railway Corporation’s ongoing transformation agenda depends not only on investments in infrastructure and rolling stock but also on the establishment of strong institutional systems capable of sustaining operational excellence.

He therefore challenged Directors and participants at the retreat to critically examine every procedure, identify operational gaps and collectively develop practical solutions that would support the Corporation’s vision of becoming a world-class railway organisation.

The retreat commenced aboard the Lagos–Ibadan Train Service conference coach en route to Abeokuta before continuing with technical sessions that brought together Directors, Deputy Directors, Assistant Directors, Management staff and members of the Business Process Efficiency and Due Diligence team.

Providing insight into the scope of the exercise, the Head of BuPED, Mr. Oyekunle Oyewole, disclosed that over 150 Standard Operating Procedures are being reviewed across the Corporation.

He explained that the exercise is designed to improve collaboration among departments, eliminate duplication of responsibilities, promote efficiency and establish a culture of continuous improvement throughout the organisation.

According to him, stronger interdepartmental collaboration would not only improve internal processes but also enhance the quality of services delivered to railway passengers and freight customers.

The Technical Adviser to the Managing Director on Train Operations, Mr. Adeife Akin Olukolade, described the SOP as a living document that must continually evolve in response to emerging operational realities.

Also speaking, the Director of Operations, Mr. Akin Oshinowo, highlighted the direct relationship between properly implemented SOPs and railway safety.

He expressed confidence that the reviewed procedures would reduce operational incidents, improve efficiency, strengthen compliance with established standards, ensure value for money and foster a proactive work culture where employees perform their duties with professionalism and minimal supervision.

The Director of Administration and Human Resources, Dr. Monsurat Omotayo, delivered the retreat’s first technical paper titled, The Role of Capacity Building in the Effective Implementation of Standard Operating Procedures (SOPs).

She stressed that the effectiveness of any operational manual depends largely on the competence of the workforce implementing it, emphasising continuous staff development, leadership, performance measurement and a culture of compliance as essential ingredients for institutional success.

The Director of Civil Engineering and New Lines, Engr. Adekunle Ayeni, maintained that attitudinal change remains critical to successful implementation.

He advocated a balanced system that rewards compliance while imposing appropriate sanctions for violations, noting that accountability is indispensable to organisational transformation.

The Special Adviser to the Managing Director on Media and Strategic Communication, Mr. Adeyinka Aderibigbe, described the retreat as a landmark initiative whose outcome would extend beyond the Nigerian Railway Corporation.

The Deputy Director of Finance, Alhaji Abdullah, observed that the review process is unprecedented because it represents the first comprehensive operational manual developed through the collective contributions of key departments across the Corporation.

He noted that such broad participation makes the document practical, inclusive, implementable and reflective of the realities of railway operations.

The review covered operational procedures for the Corporate Planning, Medical, Finance, Legal, Internal Audit, Information and Communications Technology, Procurement, Operations and Commercial, Civil Engineering, Mechanical, Electrical, Signal and Telecommunications, and Human Resources Departments.
