NIGERIAN GOVT GETS $255M CHINESE LOAN FOR KANO -KADUNA RAILWAY PROJECT

China Development Bank, CDB, has approved the first tranche of a $255 million loan for the Nigerian government’s Kaduna-Kano railway project.

This was disclosed in a statement by CDB on Tuesday.

The loan, according to the China Development Bank, will provide crucial financial backing to ensure the smooth construction of the transportation initiative.

The railway is on the list of practical cooperation deliverables released during the third Belt and Road Forum for International Cooperation in 2023.

CBD said the railway project has been making steady progress, so far, adding that going forward, it will closely coordinate with Nigerian partners to ensure the smooth disbursement of subsequent loans and effective post-loan management.

The Kaduna-Kano railway, which spans through 203 kilometres in total, once completed, would provide a direct rail connection between Kano and Kaduna.

Rising from a stakeholders’ meeting with Mobile Network Operators (MNOs) on Wednesday in Abuja, Tijani said consultations and engagements were ongoing. According to the minister, very soon the Nigerian Communications Commission (NCC) would approve and make the new tariffs public to Nigerians. “You have seen over the past weeks that there has been agitation from some of these companies to increase ttariffs They are requesting for 100 per cent tariff increase.” “But it will not be by 100 per cent; the NCC will soon come up with a clear directive on how we will go about it. “We want to strike the balance as a government, to protect our people, but also protect and ensure that these companies can continue to invest significantly,” he said. He said there was a need to ensure that the telecommunication sector get its acts together to ensure that the right regulations are put in place to ensure the growth of this sector. The Minister also said that the Federal Government would no longer leave investments on infrastructure in the sector to private companies alone. “As a country, over time, we have left this investments in the hands of the private sector. They typically invest where they can see returns in the short to medium term.” “We will not want this conversation to just be about tariff increase. What the world is talking about today is meaningful connectivity, people want to have access to quality service. “A part of it that the consumers may not be aware of is the investment that needs to go into the infrastructure that is used to deliver these services,” he said. The Executive Vice-Chairman (EVC), of the NCC, Dr Aminu Maida, said the meeting with stakeholders was about the sustainability of the industry. “We have looked at all of these factors, and that is why, like the minister said, it is not likely that we are going to approve 100 per cent tariff increase. “I know that Nigerians are agitated to hear the exact percentage approved. There is still some stakeholder engagements that we are going through, but you will hear from us within a week or two,” he said. He said the NCC had put a number of tools and instruments in place to ensure compliance to service quality. He urged the MNOs to adopt simplified templates to show Nigerians charges per minute for voice calls, SMS and a megabyte of data. “We are moving away from the regime where you will have a main rate, then you will now have a bonus which is at a different rate. “It makes it often complicated and difficult for Nigerians to actually understand what they are being charged for. There is this agitation that the MNOs are stealing our data,” he said. The CEO of Airtel Nigeria, Dinesh Balsingh, represented by Femi Adeniran, Airtel media spokesperson, said the economic realities of rising operational and capital costs necessitated the proposed tariff adjustments. Balsingh said for the telecommunications companies to deliver superior connectivity and foster digital inclusion, there is need for tariff increment. “The economic realities of rising operational and capital costs, necessitated the proposed tariff adjustments “This is aimed at ensuring the long-term sustainability of the sector, while unlocking significant benefits for Nigerian consumers,” he said.

    AUDIT REPORT UNCOVERS N514BN INFRACTIONS IN NNPCL TRANSACTIONS Nigeria’s Office of the Auditor-General for the Federation has uncovered a minimum of four financial infractions amounting to N514 billion in the operations of the Nigerian National Petroleum Company Limited, NNPCL, in the 2021 financial year. This was disclosed in an audit report of non-compliance/internal control weaknesses in the MDAs for the 2021 financial year, recently cited by our correspondent. A breakdown of the infractions includes irregular deductions worth N343.64 billion from domestic crude sales at source and warehousing of N83.66 billion from the federation’s miscellaneous income in a sinking fund account. Also, there are unauthorised deductions of N82.95 billion from the federation revenue for refinery rehabilitation and the unsubstantiated payment of N3.75 billion for the sale of petrol. The OAuGF said the flagged infractions in NNPC’s dealings in the said period violated the Constitution of the Federal Republic of Nigeria and the 2009 Act of Financial Regulations. The report read, “Audit observed from the review of NNPC SAP payment record for March and May 2021 payments that the sum of N484.73bn was the gross amount generated for the sale of domestic crude for the months of March and May 2021. “The sum of N343.64bn from the gross amount was unilaterally deducted from the gross domestic crude sales as NNPC Value shortfall, Strategic Stock Holding Cost, Crude Oil and Products Pipeline Losses, as well as the pipelines maintenance and management costs. “The details of each of the cost components deducted were not provided for audit review. Hence, the reasons for the deductions could not be justified by the management. “In the month of May, the net payable that could have been remitted ought to have been N127.075bn, but only the sum of N77.075bn was remitted, leaving an unremitted balance of N50bn to the Federation Account, which has remained unaccounted for. “The above anomalies could be attributed to weaknesses in the internal control system at NNPC, now NNPC Ltd. This is a potential loss of Federation revenue, diversion of public funds, or misapplication or misappropriation of funds.” The infractions took place before NNPC was rebranded to Nigerian National Petroleum Company Limited, NNPCL, in July 2022 to operate as a commercial entity. In 2024, NNPCL released its Audited Financial Statement, where it declared a N3.3 trillion net profit for the 2023 financial year. This comes after the financial reports were released in 2020 for the first time in 43 years.
