FG GIVES NIGERIANS NINE MONTHS TO DEPOSIT DOLLARS IN BANK

Minister of Finance and Coordinating Minister of the Economy, Wale Edun, has revealed a new government policy that would permit Nigerians who currently hold dollars outside the formal banking system to bring those funds into the financial system.

Edun said such individuals have a nine-month grace period to comply with the directive without attracting legal liability or financial penalties.

The Finance Minister spoke after the National Economic Council meeting, chaired by Vice President Kashim Shettima on Thursday, where an update was given on the Excess Crude Account currently standing at $473,754.57, the Natural Resources Fund at N26,105,837,627.67, and the Stabilisation Account at N36,299,452,763.62.

Edun equally gave an update on government economic relief measures, saying 25 million Nigerians have benefitted from federal social protection initiatives, including digital outreach, microenterprise loans, and sector-specific support for power, agriculture, manufacturing, health, and compressed natural gas, CNG, initiatives.

He said: “One element of the cost increase is the foreign exchange rate, and that is demand and supply. There is going to be a release today, details by the Federal Government through the Ministry of Finance, in conjunction with the Central Bank, a programme, starting today, the 31st of October, and lasting nine months, that will allow people to bring in cash that is outside the banking system.

“Therefore, it is unsafe, it is unsecured and it is outside of legal limits. They will allow forbearance to bring dollar cash. Let me emphasise once again that it is to bring dollars that they are holding outside the system to be able to bring them in and credit them to their bank accounts, as long as it is not proceeds of crime or illicit money. There will be no penalty, there will be no taxes, and there will be no questions.

“They just meet the normal Know Your Customer criteria of banks and they have an opportunity to bring in those funds, make them safe, make them secure, and make them available through normal economic activity. The details of that, the guidelines of that, will be released; first of all, the announcement by the Ministry of Finance and the guidelines will be followed very quickly by Central Bank.

“That is an opportunity, not just for people who would normally like to comply, to be compliant with the laws and normal business practice, but of course, it gives us an opportunity to bring those dollars from where they are doing nothing to where they are within the financial system; they add to our reserves, and of course can help with the exchange rate.”

    YAR’ADUA REJECTED DANGOTE’S BID TO RUN NIGERIA’S REFINERIES –OBASANJO Former President Olusegun Obasanjo has revealed how his successor, late President Umar Musa Yar’Adua, rejected Alhaji Aliko Dangote’s bid to manage Nigeria’s refineries on a public-private partnership basis. Obasanjo revealed this in an interview with Channels TV on Thursday, while discussing Port Harcourt, Warri, and Kaduna refineries during his presidency. The former president explained how he sought external help to rehabilitate and manage the facilities but faced resistance. Obasanjo explained that after Shell’s refusal to manage the refineries, Dangote assembled a team and paid $750 million to operate the refineries through a public-private partnership. He noted that Dangote has capacity to manage his privately-owned refinery effectively, contrasting it with the government’s inefficiency. Obasanjo said, “I asked Shell to come and run it for us and Shell said they wouldn’t I said, Please come and take equity they said no. I said okay, don’t take equity, come and run it, they said no. “Later on, I called them. I called the boss of Shell to come and tell me what the problem was and he gave me four or five reasons. He said, first of all, they make a major profit from upstream, not from downstream. He said they run downstream just to keep their head above water. “Two, our refineries were too small: 60,000 barrels 100,000 barrels and I think 120,000 barrels. He said that at that time, the average refinery was going for 250,000 barrels. “Three, he said our refineries were not well maintained. Four, he said that there was too much corruption around the activities of our refinery and they would not want to get involved in that. “Aliko got a team together and they paid $750m to take part in PPP (Public–Private Partnership) in running the refineries. My successor refunded their money and I went to my successor, I told him what transpired, he said NNPC said they wanted the refinery and they could run it and I said but you know they cannot run it. “I was told not too long ago that since that time, more than two billion dollars have been squandered on the refinery and they still will not work. “If a company like Shell tells me what they told me, I will believe them. If anybody tells you now that it is working, why are they now with Aliko? And Aliko will make his own refinery work; not only make it work, he will make it deliver.”

    NEW WITHHOLDING TAX BEGINS President Bola TinubuThe Federal Government has commenced the implementation of the 2024 Withholding Tax Regulations, signalling effort to modernise Nigeria’s tax system. Approved by President Bola Tinubu in July 2024 and published in the Official Gazette in October, the revised regulations became effective on January 1, 2025. Formally titled the “Deduction of Tax at Source (Withholding) Regulations, 2024,” the updated regulation is designed to streamline compliance processes, reduce inefficiencies, and ease administrative burdens for businesses. These changes are particularly aimed at Small and Medium Enterprises, manufacturers, producers, and farmers – sectors considered vital to Nigeria’s economic stability and growth. Announcing the commencement of the new tax regime on New Year’s Day, the Chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, Taiwo Oyedele, said on his X (formerly Twitter) account, “As part of the ongoing fiscal policy and tax reforms, the 2024 Withholding Tax Regulations, which was approved in July 2024 and published in the Official Gazette in October 2024, take effect today 1 January 2025.” He further highlighted several transformative features of the updated policy. Among them is the exemption of SMEs from withholding tax compliance, a move expected to alleviate administrative challenges and financial constraints, thereby fostering growth and innovation in the sector. Businesses with low-profit margins will also benefit from reduced withholding tax rates, which are intended to improve cash flow and lower operational costs. The new regulations exempt manufacturers, producers, and farmers from withholding tax obligations, a measure aimed at strengthening these critical sectors to ensure their sustainability and long-term growth. Also, the reforms streamline the process of obtaining credit for taxes deducted at source, making it easier for businesses to utilize such deductions efficiently. By addressing longstanding issues, such as ambiguities in the timing of deductions and definitions of key terms, the updated regulations eliminate barriers that previously made compliance difficult. The reforms are also designed to curb tax evasion, minimize avoidance opportunities, and enhance transparency in tax remittance. The PUNCH earlier reported that the Federal Government unveiled new tax regulations aimed at reducing the tax burden on the manufacturing sector and small businesses. This was disclosed in the “Deduction of Tax at Source (Withholding) Regulations, 2024,” signed by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun. The Deduction of Tax at Source (Withholding) Regulations, 2024, aim to streamline the deduction of taxes at source from payments to taxable persons, reduce complexities, and promote ease of compliance for businesses. The newly introduced regulations cover payments made under the Capital Gains Tax Act, Companies Income Tax Act, Petroleum Profits Tax Act, and the Personal Income Tax Act. Earlier, Oyedele revealed that the highest-earning Nigerians could soon pay over N1m monthly in Pay-As-You-Earn tax under the proposed tax bills aimed at correcting fiscal inequities and simplifying the system. He disclosed this in a series of tweets on his official X account on Monday. Oyedele stated that the proposed changes would address the regressive nature of the current tax structure, which has remained unchanged since 2011. He explained that inflation over the years has caused “fiscal drag,” pushing many low-income earners into higher tax brackets. For instance, under the current system, an individual earning N400,000 per month pays the same top marginal tax rate as someone earning N20m monthly. The proposed framework seeks to restore progress, ensuring that high-income earners pay their fair share while providing relief to low- and middle-income earners. The proposed tax bills raise the tax-free threshold to N800,000 annually, equivalent to N67,000 monthly, compared to the current N300,000 threshold. Also, rent relief of up to N200,000 annually means individuals earning up to N1m yearly (N83,000 monthly) will be exempt from PAYE tax. Oyedele noted that these measures…
