ENUGU GOVT SPENT N24BN ON GOVERNANCE REFORMS IN ONE YEAR – AUDITED FINANCIAL REPORT

Governor Peter Mbah’s administration in Enugu State spent N24,056,042,149.21 on what was tagged government and governance reforms between January 1 and December 31, 2023, the State Audited Financial report has shown.

The financial report of the state which was published on the government website also shows that the government spent N5 billion on travels and transportation while N3 billion was spent on fuel and lubricants.

According to the report, Mbah’s administration spent N6 billion on consultancy and professional fees. Also, N763,597,526 was spent on power while N10,719,009,043.31 was spent on social benefits.

The report indicated that the administration spent N486,858,297.94 on information communication and technology, while N3,233,630,715.83 was spent on housing and urban development.

Meanwhile, the report accused some ministries, departments and agencies (MDAs) of exceeding their recurrent and capital expenditures above the revised and approved appropriation for the year ended December 31, 2023.

According to the report signed and presented to the State House of Assembly by the State Auditor-General Dr. Okoro Livinus, the action of the MDAs contravenes the provisions of section 120, sub-section 2 of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

It was noted that at the time of releasing the report, “necessary steps have been taken by the Ministry of Budget and Planning to address the expenditure excesses….”

The report further revealed that account books were poorly managed by some ministries, departments and agencies.

The report also noted that “improper vouching, that is, complete supporting documents were in few cases not attached to vouchers; improper cancellations, alterations and interpositions of figures, non-compliance to keeping of vote books, and that electronic transfer of funds to and fro were not supported with relevant documents”.

Furthermore, the report says that the rendition of the monthly revenue and expenditure returns to the office of the auditor-general by the ministries, departments and agencies “remained irregular in spite of the circulars issued by the office of the accountant general, and secretary to the state government”.

“The returns, however, in some cases varied with the monthly collation of the accountant general due to delays in collecting overhead/subvention releases as at when due,” it added.

This comes as the professors sent a strong delegation to meet with the Minister of Education, Dr. Tunji Alausa, on Tuesday to register their grievances. In a petition seen by The Guardian, dated January 2, 2025, and sent to the Visitor of the institution, President Tinubu, through the Secretary to the Government of the Federation, they urged Tinubu to nullify all decisions taken by the current council, warning that failure to act would set a dangerous precedent for other universities. Titled ‘Complaint Regarding the Manipulation of Vice Chancellor Appointment Processes at the University of Abuja’, they passed a vote of no confidence on the Council and called for the reconstitution of a new one. The dons accused the Governing Council of manipulating the selection process in favor of Prof. Maikudi. Recall that Prof. Maikudi was declared the substantive V-C of the institution by the Kaita-led Council on December 31st. But in the petition, the professors said, “We feel compelled to bring to your attention our concerns regarding the gross irregularities, blatant disregard for due process, violations of relevant laws and regulations, favoritism, abuse of privileges, undue interference, and lack of fairness that marred the selection process for the Vice Chancellorship of the University of Abuja. These lapses culminated in the unfortunate declaration of Professor Aisha Sani Maikudi as the substantive Vice-Chancellor. “Such events not only undermine the Renewed Hope Agenda of Mr. President but also risk setting a dangerous precedent for other Governing Councils in appointing Vice-Chancellors across Nigerian universities.” The petition also claimed that key criteria for the Vice-Chancellor position, such as a minimum of 10 years of professorial experience, were allegedly disregarded in the advertisement for the post of Vice-Chancellor published in newspapers in August 2024. They argued that the Vice-Chancellor had only two years of experience as a professor, lacked scholarly visibility, and had weak academic credentials. They also condemned the inclusion of a representative from the Federal Ministry of Education and a businesswoman on the Council, insisting that they lacked the expertise required to uphold quality assurance in higher education governance. “We have lost total faith and confidence in the Governing Council as they have exhibited a lack of integrity and competence, and inability to be fair and just in producing the best and most qualified Vice-Chancellor for the University. “We thus urge you to take immediate corrective action to restore the integrity of the process by getting the Governing Council dissolved and reconstituted so that a fresh and free process of Vice-Chancellorship appointment will be conducted. This will additionally go a long way in once again demonstrating to Nigerians the sincerity of Mr. President’s Renewed Hope Agenda. “Mr. President Sir, failure to address these concerns could have far-reaching consequences for the University and the higher education system in Nigeria, as other Governing Councils will gladly emulate this ugly and unfortunate path taken by the University of Abuja Governing Council,” the petition read.     WHY WE’RE IN A HURRY TO DEVELOP ENUGU STATE – GOVERNOR MBAH Governor Peter Mbah of Enugu State says he is in a hurry to develop and transform the state because of the pressing circumstances in the various sectors, and called for the continued commitment on the part of the workers and the people of the state.While thanking the people of Enugu State for their support, he noted that the only way to reciprocate their love and faith in his administration was by redoubling the ongoing development effort.Mbah spoke on Monday during a holy mass at the Government House Chapel, Enugu, to formally mark the beginning of another work year.“Your support and dedication to duty are largely responsible for the modest achievements we have accomplished in 2024. The only way we will continue to demonstrate our gratitude is to double down on the pursuit of our goals to make Enugu state the premier destination for business, investment, tourism, and living.“But we are going to do that without leaving anyone out and not at the expense of our common humanity. That need is also not what we can push to a later date.“We have to ensure that our roads are paved, devoid of portholes. We have to revive our industries. We also have to ensure that we introduce modern transportation systems. There is none of these we felt we could push to a later day,” he said.While also thanking the people for trooping out in their numbers to warmly receive President Bola Tinubu, who was in Enugu at the weekend to commission already completed projects, he assured that more projects would be delivered in 2025.“We are already in optimism that this year holds so much promises for us. Imagine that in few months, by September, the doors of our Smart Green Schools will open to all the children in this state.“We are already excited about the International Conference Centre that was commissioned a few days ago. But also, in few days time, we are also going to be relaunching and reopening the Hotel Presidential.“I do not even want to talk about the 340 bed 5-star hotel that is billed to open in May this year at the International Conference Centre. It is also this year that we will see our 300-bed Enugu International Hospital on Rangers become operational.“We will keep delivering the remaining of the 260 Primary Healthcare Centres we are currently building, one in each ward. But it is not just about the building; it is also making sure that they are well-staffed to provide 24/7 healthcare services. This is why we approved the recruitment of over 2,500 medical personnel.
