ANOTHER CONTROVERSIAL BILL RETURNS TO SENATE AFTER WITHDRAWAL OF COUNTER SUBVERSION BILL

About two weeks after Nigerians rallied against the “Counter-Submersive Bill,” which has now been withdrawn, the Nigerian senate has returned another controversial bill.

A law to repeal the 2015 Violence Against Persons Protection (VAPP) act originally introduced to end the widespread practice of gender-based violence in Nigeria has scaled its second reading in the Senate.

Senator Jibrin Isah, the bill’s sponsor, said the repeal of the 2015 law will allow the introduction of amendments to address the drafting challenges in the current law.

While the current law is gender-neutral in language, it criminalizes physical, emotional, and sexual violence, has an expansive definition of rape (beyond penetration), provides compensation for victims, and recognises that men can also be rape victims.

Senator Jibrin Isah, representing Kogi East, is advocating for the repeal of the VAPP Act, claiming that its provisions are “inimical to the realization of its objectives”.

He argued for a holistic reform of the act, and asserted that physical violence alone is insufficient to prove violence; intent must also be considered.

The senator also emphasized distinguishing between absence of consent and consent obtained by fraud, undue influence, or other unlawful means.

He further suggested that the act was deceitfully presented.

In his bill, he alleged that, “In the face of opposition to its obvious gender-based nature, the promoters renamed it, tinkered it with some of its provisions, introduced seemingly gender-neutral language, and successfully obtained its passage.”

The presidential candidates of the Peoples Democratic Party (PDP) in the 2023 election, Atiku Abubakar and Labour Party (LP), Peter Obi, are in talks to adopt a new political party ahead of the 2027 polls. Sources reveal that Abubakar and Obi met recently, where they discussed plans to adopt a new political party in preparation for the 2027 elections. Both men will meet again in Yola, Adamawa State, this Saturday, November 30, where the former Anambra governor will be the keynote speaker at a ceremony in honour of the former vice president’s 78th birthday. A spokesperson confirmed that the option of a merger remains on the table but did not provide specific details. Since their loss to President Bola Tinubu and the All Progressives Congress (APC) in the 2023 election, Atiku and Obi have been having conversations on an alliance and the Founder’s Day which Obi would attend Saturday at American the University of Nigeria (AUN) owned by Abubakar, was organised to show that the friendship between both men remains strong. The talk of an alliance or merger between both men is also hinged on the fact that the PDP has been in a prolonged crisis from 2023 till date and the current national chairman of the party, Umar Damagum, is a loyalist of the Minister of the Federal Capital Territory (FCT) Nyesom Wike, who has staunchly opposed Abubakar’s presidential ambition and who openly supported Tinubu in the 2023 election. The situation in the Labour Party is no better as the national chairman, Julius Abure, has fallen out with Obi. The report says that with election season expected to commence in just 13 months, discussions between Obi and Atiku are said to have entered an advanced stage, and former governor Nasir El-Rufai of Kaduna State is said to be part of the discussions.
