OUTRAGE AS REPS SNEAKS IN SOCIAL MEDIA BILL FOR CONSIDERATION
The House of Representatives, on Tuesday, smuggled in a CyberCrime Act Amendment Bill for consideration as plenary resumed.
As it is the procedure of the House, the Bill was supposed to be listed on the Order Paper of the day and copies ought to be made available to all members, but that was not the case.
The Order Paper notes that the said Bill was not among the items listed on the Order Paper of the day as the first Bill listed on the Order Paper is “A Bill for an Act to Alter the Constitution of the Federal Republic of Nigeria, 1999 to Provide for Establishment of State Police and for Related Matters (HB. 617).”
Challenging the presentation of the Bill, Representatives Sada Soli (APC, Katsina) questioned the procedure of presenting the bill, saying “This bill is a very important bill and all members should have it.”
He further stated that the House did not comply with the new House Rules slated in “Order 12 Rule 2 subsection 2”.
Other House of Representatives members questioned the procedure of presenting the bill which was not listed on the Order Paper of the day and copies not available to all members
The presiding officer, Deputy Speaker, Benjamin Kalu therefore moved that the Bill be stepped down to undergo the appropriate House procedures.Earlier the Bill was introduced for a second reading by the Leader of the House, Representative Julius Ihonvebere (APC Edo).
